Resurgence Of Iraq’s Insurgency In Ninewa Province

 
Iraq’s Ninewa province and its capital city of Mosul have returned as a central hub for the country’s insurgency. After the Surge in 2007 many militant groups fled north to places like Mosul where they were then reduced by American and Iraqi forces. Now insurgents are making a comeback. They are attempting to assert their will over the governorate’s population and economy, and targeting the local security forces.

It now appears that insurgents have free reign in Mosul and southern areas of Ninewa. One provincial politician said militants controlled an area stretching from Mosul down to Qayara. A parliamentarian from the Iraqi National Movement told Al-Mada that the governorate was a haven for terrorists, while a lawmaker from the Kurdish Coalition claimed insurgents were openly operating in Ninewa. He blamed the marginalization of the populace as opening a door for anti-government groups to garner support. Jessica Lewis of the Institute for the Study of War also pointed out the protest movement in the province, the conflict in Syria, and the return of Kurds to power after the 2013 elections as other mitigating factors for the re-birth of the insurgency. The number of attacks reported in the press shows how well established militants are in Ninewa. From January to October there were 936 security incidents resulting in 1,314 killed and 1,696 wounded. 720 of those attacks, 76% of the total were in Mosul. In comparison, insurgent groups are trying to rebuild in neighboring Anbar and have only carried out 599 attacks there for those ten months, killing 766 people and wounding another 742. Those figures show that the insurgency has a strong presence in Mosul and the surrounding areas. This has only come about in the last two to three years.

There are several different insurgent groups operating in Ninewa. Al Qaeda in Iraq (AQI) has long claimed Mosul and the western desert regions as a base, and started rebuilding there in 2010. Others active in the governorate include Ansar al-Islam and the Baathist Naqshibandi. The former for example, began claiming attacks in Ninewa on the internet during this summer. The Naqshibandi have had a long presence in the province as well. All three are interested in Ninewa because it provides a supply route for men and material from Syria, and is a major source of funds. In February 2013, for example, Ninewa Operations Command reported that AQI and others were stealing oil from a pipeline that stretched from Salahaddin to Ninewa. AQI has also historically been involved in trucking, real estate, and the black market in fuel in Mosul. Recently groups have expanded to extorting money from mosques, schools, university professors, and power generator operators. Those that don’t pay receive threats and then are attacked. The Sama shopping mall was bombed in October leaving 19 dead and wounded after it refused to give money to Al Qaeda. It’s been said that millions of dollars are made from these extortion rings in the city. Those funds have been a motivating factor for the insurgency to make a return in the province. Worse yet, everyone knows what is happening yet few are willing to publicly speak out about it including the local government according to a senior Iraqi military intelligence officer. The security forces have been unable to stop these activities as well.

Rather than being a deterrent the Iraqi security forces (ISF) have alienated the local populace, failed at stabilizing the area, and become a target in Ninewa. The ISF got off to a bad start in 2013 when it fired into anti-government protesters in Mosul in March killing one. Human Rights Watch also demanded that Baghdad investigate an accusation that the police executed five people they arrested south of Mosul in May. A member of the provincial council pointed to these events as creating divisions between the people and the security forces. Many of the Federal Police and Army units in the province are also not from the area, which has increased tensions with the locals. These have contributed to the ISF operations launched in Ninewa being ineffective. At the end of May the Defense Ministry started a major campaign against Al Qaeda in six governorates including Ninewa. The next month 6,000 troops were deployed along the Syrian border regions of Anbar and Ninewa before provincial elections there. In July, a security wall across from Syria was started in Anbar that was to stretch into Ninewa, which was supposed to be completed by September although there’s been no word if that has been accomplished. Then in August, Baghdad started its “Revenge of the Martyrs” campaign that included Ninewa, and another sweep along the border in September. Finally, in October, the Chief of Staff of the Army, General Babaker Zebari visited Governor Atheel Nujafi to discuss how the local government and the ISF could coordinate on security. None of these reduced violence. From May to June there was virtually no change in the number of attacks, 110 versus 98, and deaths 128 versus 122, and in July fatalities increased to 156 after 101 incidents. Then in August there were 107 reported attacks and 128 killed, 113 incidents in September leading to 192 casualties, and topped off by October where attacks dropped to 89, but 218 ended up dead. In turn, the insurgency has gone after the ISF supply lines to Baghdad by attacking in places like Qayara, Shirqat and Shura. The police and army are major targets as well accounting for 719 deaths from January to October, 54% of the total. Militants are also attempting to intimidate them by blowing up their houses, 18 of which were destroyed since the beginning of the year. This tactic appears to be working as Al-Mada ran a story where it claimed the Defense Ministry had to provide incentives to keep soldiers on duty in Mosul, and that some security forces withdrew at night for their own protection. Going after the ISF has been a focus for all of the militant groups in the province as it undermines the government. In turn, the heavy handed tactics used by the security forces such as mass arrests and the shooting of demonstrators has angered many in Ninewa reducing the levels of intelligence and cooperation offered severely hindering counter insurgency operations. Finally, the government is misappropriating its resources by constantly deploying to the border regions instead of Mosul, which is a base for insurgents.

Last, the insurgency is attempting to scare and intimidate local officials and the general population in Ninewa. The number of attacks upon notables in the province, and especially Mosul is mind numbing. On January 2 the nephew to Speaker Osama Nujafi who hails from Ninewa was assassinated in Mosul. January 14 a sheikh from the Jabour tribe was gunned down. The next day a parliamentarian from the Dawa Party had his car blown up by a sticky bomb. January 21 a Patriotic Union of Kurdistan official was targeted by a roadside bomb. February 4 the former head of the provincial council was targeted by a roadside bomb. The following day a council member was wounded after being shot, and February 6 another councilman was hit by a roadside bomb. February 10, Speaker Nujafi’s motorcade was struck by a roadside bomb, something that would be repeated on October 9. April 16 Governor Nujafi’s motorcade was struck by a roadside bomb, to be followed by attempts on his life on June 1, June 13, June 26, and August 28. July 8 the spokesman for the council was killed. August 4 a council member from the Mutahidun party faced a roadside bomb, as well as the head of the Ninewa Iraqi Turkmen Front on August 4, and the head of the provincial council on August 8. September 29 five neighborhood mayors were assassinated. That led 18 more to resign, and the mayor of Mosul to suspend their work after the attacks. The general public has not escaped the violence, as there are constant shootings and bombings of ordinary people every week. In late August into September for instance, the Shabak community was targeted with the shooting of three men in Mosul on August 19. August 28, 1 Shabak was killed and four wounded by a roadside bomb in the city. One more was gunned down in Alsideeq the next day. Finally, a suicide bomber struck a funeral in Mosul killing 15 and wounding another 20 on September 14. That led to some of the community to flee as a result. Again, the purpose was to stoke fear in the populace, the local administration and those notables who hailed from Ninewa. The Nujafi family has been a particularly favorite target, since their assassinations would be a major coup for insurgents. These constant attacks are probably a reason why more people and politicians don’t stand up to the militants.

Ninewa is once again an urban bastion of the insurgency. Several different groups such as Al Qaeda in Iraq, Ansar al-Sunni, Naqshibandi and perhaps others have rebuilt their networks throughout the province, and are carrying out a steady campaign to wear down the government, security forces, and people. Militants earn a huge amount of money through their extortion rings in Mosul to carry out these operations. They are also able to bring in fighters and supplies from Syria through Ninewa. Their tactics appear to be working, as there are more and more stories of militants being able to act uninhibited in the province. The Americans and Iraqis were never quite able to shake the hold of the insurgency over Mosul. Now it is back and terrorizing the area. The governorate is a perfect location because many in the populace and political class are opposed to Baghdad. That offers more opportunities for at least passive support of the militants, especially for groups like the Naqshibandi that play upon nationalist themes. In turn, the bases in Ninewa can be used to launch further attacks into the central part of the country. The province is therefore an important battleground between the government and militants, which the former is losing.
