I would agree with the general gist of your article. China has been expanding throughout the developing world looking for resources, and has been more willing to take on challenges in conflict zones than western companies.
This I would dispute however: "Another thing is worth bearing in mind. The Iraqi government is reluctant to work with the United States and other Western nations on reconstruction because of the general failure of U.S. reconstruction efforts in Iraq since 2003." Baghdad wants as much investment as it can get from any country. Iraq and the U.S. have been working mightily since 2003 to get American companies to come to Iraq. The problem isn't Baghdad's opposition, it's the fact that many U.S. businesses are not willing to take the risk in Iraq yet with the continued violence there.
